Simple question: Where can I find an un-modded mod pack?

I’m looking to download a mod pack that hasn’t been customized or “packed” already. No skins, no edits, nothing changed so that I can edit it how I want. Please its something so simple and yet all I can find are other people’s mod packs.

Literally I want to just play 8 players all stages WITHOUT Bayonetta included on the Character Select Screen because I didn’t buy her and I don’t want her. Please anyone who can help I would greatly appreciate it.
